Emperor is a pun on the emperor penguin. Two Mountains make a Mountain Range, and Ice from Fog meets a Swamp to make a Penguin. Placing the Penguin on the Mountain Range, a lofty throne, gives an Emperor. The Penguin half carries most of the steps.
